Partnership and sub-granting
The Support Centres are a network of partner organizations that aim to unite the efforts of the public sector, charitable foundations, religious communities, local authorities and other stakeholders to coordinate and provide effective humanitarian assistance and social services to vulnerable groups in times of crisis, including war.
The Ukrainian Education Platform network includes 11 Support Centers, each of which has its own local partnership and brings together 20 to 50 non-profit organizations.

We network with colleagues from the regions to respond to challenges faster and better and to support and strengthen each other. Our partners are professional organizations with a deep understanding of the regional context. This is very important because it allows us to scale our positive impact.
Artem Kostiuchenko
Director of the National Partnerships Department
We cooperate with organizations from the regions that have their own local experience, cooperate with local authorities, have their own network of partners and defined areas of activity. These are organizations that want to develop, learn and grow with us: in our technologies, vision and values.
These are the Supporting Centers of the Ukrainian Education Platform – regional organizations that implement their own humanitarian, social and educational projects in partnership with the Ukrainian Education Platform.
Together with the Support Centers we:
-
have planned evacuation routes and provided evacuees with temporary housing and humanitarian support)
-
have delivered humanitarian aid (food and hygiene products) to the affected communities, adjusted work of shelters and places of temporary stay for families in districts far from hostilities)
-
have provided hot meals to temporary shelters
-
have coordinated rapid responses to crisis situations
40 facilitation sessions
to identify the priority needs of communities
30 trainings
to strengthen the capacity of local non-profit organizations
more than 20 events to develop the capacity of the SCs
(strategic sessions, roundtables, forums for exchange of experience between SCs)
In particular, the 2 forums held in 2023 in Dnipro and Kyiv became nationwide events and managed to unite people who care about the future of Ukraine and who are creating a country of responsible people.

Training for the network
Training for the Support Centers
In developing the network of UEP Support Centers, our organization has prioritized two aspects:
-
Increasing the level of regional capacity through the organizational development of the SCs
-
Improving the specific competence of activists in the regions by implementing comprehensive training programs that will help develop skills in project management, financial planning, sustainability, efficient use of resources, and other aspects necessary for the successful operation of organizations.
As part of the strategy of developing the Ukrainian Education Platform's Support Centers as empowered, capable organizations that have a significant impact in their region, the Ukrainian Education Platform also takes care of the opportunity to develop the strengths of NGOs, define their strategies, and participate in reform efforts.

We promote the formation of understanding of the potential of social profiling of our partners, providing them with effective tools for implementing deinstitutionalization reform through a comprehensive approach to the provision of social services, the use of child protection systems, understanding and competence to use opportunities within their regions through cooperation with relevant organizations and local governments in their region.
We also conduct mentoring programs where experienced public sector leaders will provide support to new organizations. This will allow young organizations to receive valuable advice and support in making decisions about their operations and strategy.
Sub-granting
This is a method of financing non-profit (public, charitable, religious, etc.) organizations whose activities have a social, humanitarian, or educational focus, which allows communities to respond to crisis situations that arise directly on the ground.

Sub-granting is implemented through an open call for proposals, where organizations have the opportunity to apply for financial support to implement their projects or initiatives. This process facilitates the competitive selection of projects that best meet the needs and challenges of the local community.
The main goal of the program is to strengthen the community's response to the urgent needs of the population, covering a wide range of areas such as social, humanitarian, educational, and other.

It also contributes to improving the quality of life. This includes creating conditions for personal development, realization of potential, development of educational initiatives to improve education, social integration, solving social problems, providing humanitarian assistance in crisis situations, meeting basic needs and other needs of people.
This program serves as a mechanism for joint community action to address important issues and meet the needs of different groups of the population.

Ensuring a rapid and effective response to community problems in crisis situations by introducing the SCLR approach and building a cross-sectoral community, involving local authorities, non-governmental organizations, and religious communities in cross-sectoral cooperation
A project that helps build the organizational capacity of organizations that are Support Centers of the Ukrainian Education Platform.
The project consists of five components. Each of them creates opportunities to help those who find themselves in difficult life circumstances, improve the knowledge and skills of specialists, and build mutual support and assistance in communities.
In order to gain a deeper understanding of the real needs of communities, a large-scale survey was conducted in 11 regions of Ukraine as part of the project, with 3342 respondents participating. The survey covered representatives of civil society, local government, religious communities, and community residents, including vulnerable groups. The study made it possible to identify priority challenges for each region.

In parallel with the survey, 12 facilitation sessions were held in the regions, during which participants jointly analyzed the context of the region, formed a vision for change, and identified priorities for further action.
Based on the identified needs of communities and with the aim of strengthening their resilience, an open competition was announced to support local initiatives in five regions: Kyiv, Poltava, Chernihiv, Cherkasy, and Kirovohrad. As a result of the competitive selection, 22 projects were supported, with total funding of over UAH 3.5 million. All selected projects are currently in the active implementation phase.
Focus group studies were organized in six other Support Centers to analyze the context in greater depth and identify the most pressing needs of the regions. Representatives of local communities, local government bodies, religious communities, educational institutions, and civil society organizations were invited to participate in the focus groups. This will ensure that communities receive the resources, services, and support that are most relevant to them.
